About Dr. Albuquerque
Dr. Luciana Caroline Albuquerque D’Ângelo holds a PhD in International Health from NOVA University Lisbon and has dedicated her career to public health leadership in Brazil. Since 2021, she has served as Health Secretary of Recife, bringing over two decades of experience in health surveillance, evaluation, and management to one of Brazil’s most dynamic urban health systems.
Why she’s nominated
As Secretary of Health of Recife, Dr. Albuquerque has done more than implement an approach—she has transformed how a city thinks about outbreak response. Under her leadership, 7-1-7 was integrated into Recife’s Center for Strategic Information and Health Surveillance (CIEVS), embedding timeliness and accountability into the heart of the city’s decision-making systems. It has resulted in measurable, system-wide improvement driven by consistent application and a willingness to act on what the data revealed. What makes Recife’s story outstanding is not just the numbers, but the culture of continuous improvement Dr. Albuquerque has cultivated—one that is now inspiring national adoption across Brazil.
